Soft Xpansion Ukraine has won the right to implement a comprehensive information system for Administrative Service Centers (ASC). These are the results of the public procurement procedure under the EGOV4UKRAINE project, implemented under the U-LEAD Program with Europe and funded by the Swedish International Development Cooperation Agency SIDA, the European Commission and Estonian Ministry of Foreign Affairs.
According to General Manager of Soft Xpansion Ukraine Eduard Prodedovich, during the project implementation the company will implement a separate software complex for the automation of the centers of provision of administrative services with its subsequent piloting and deployment based on 10 centers. This will improve the accessibility and quality of providing administrative services to the population, reduce the cost of paperwork, accelerate communication, and ensure reliable storage and protection of information.
Automation will cover a wide range of administrative services, including: creation and issuance of various forms of certificates, registration and removal of registration of the place of residence/stay of persons, registration and use of personal information. Also, the created software package will provide an opportunity to monitor the status of current processes, control their implementation, design various statistical reports, etc.

Our company has offered a solution based on the modern ECM class platform – Alfresco Community Edition, which fully meets the technical requirements and allows you to build up the basic functionality, transparently integrate the solution with other corporate systems, – emphasizes Edward Prodedovich. – In addition, we have enormous experience of cooperation with public authorities in the implementation of international projects and programs. All this is a solid foundation for the successful execution of future projects, since it allows us to predict the needs and requirements of our customers and to meet their high standards. ”
According to the project manager “EGOV4UKRAINE” Mari Pedak, during the next 3 years, the information system will be implemented throughout Ukraine with priority in the newly formed communities and small ASCs. The implemented system will be different from other access to state registries and the ability to actively exchange data. This will accelerate the work of the administrators of the ASCs 10 times. Moreover, the centers will be able to connect the system at will and use it free of charge during the project’s lifetime, that is until 2020.
The result of the implementation of the software complex should be the construction of an effective system of electronic interaction between centers with entities providing administrative services – citizens and legal entities, as well as with state authorities and institutions involved in the provision of services.
It should be noted that the Law of Ukraine “On Administrative Services” was adopted in 2012 as part of the process of decentralization and reform of local authorities. In accordance with the law, starting from January 1, 2014, towns of district significance began to create centers for the provision of administrative services. As of today, the network of centers has already been formed, and their number in Ukraine exceeds the mark of 700.
The project “E-Government Support for Ukraine Decentralization (EGOV4UKRAINE)” is being implemented within the framework of the “U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme”. The goal of the project is to improve the provision of public services in local government bodies of Ukraine through the development and implementation of information systems and administrative services. The program is funded by the European Union and the EU member states: Denmark, Estonia, Germany, Poland and Sweden. The term of the program implementation: 2016 – 2020.
